DHIS Explained: How Digital Health Incentives Pay You Back

The Digital Health Incentive Scheme (DHIS) is India’s national incentive program that rewards hospitals, clinics, labs, and pharmacies for creating ABHA-linked digital health records. Join through DHIS enrollment, claim DHIS incentives monthly, and let digital health incentives pay you back.

A National Digital Health Incentive Program

A National Digital Health Incentive Program

The Digital Health Incentive Scheme (DHIS) is India’s national incentive program for digital healthcare. Rather than treating digitization as a cost, the DHIS incentive program turns every eligible digital health record into a measurable financial reward, encouraging more hospitals, labs, clinics, and pharmacies across the whole country to participate actively.

Built on the ABDM Ecosystem

Built on the ABDM Ecosystem

DHIS sits firmly inside the Ayushman Bharat Digital Mission, India’s unified digital health ecosystem. It works alongside ABHA, health registries, and consent-based record sharing, so every digital health incentive is tied to real participation in the ABDM network. The Digital Health Incentive Scheme turns mission goals into everyday facility-level action.

Reimbursing the Cost of Going Digital

Reimbursing the Cost of Going Digital

Going digital always needs computers, internet, software, and trained staff. DHIS eases that burden by reimbursing part of the real cost through incentives. For clinics and hospitals, the DHIS incentive amount becomes working capital for digitization, while digital health incentives make adopting ABDM-enabled software an investment that gives something back.

Rewarding Action, Not Intent

Rewarding Action, Not Intent

DHIS pays only for work that is done. Intent, DHIS enrollment, or future plans earn nothing on their own; incentives follow actual digital health records created and linked in everyday clinical practice. This approach keeps the DHIS incentive program fair, measurable, and focused on real patient care rather than paperwork.

Linking Care to ABHA

Linking Care to ABHA

ABHA is the common thread that connects everything in DHIS. A record counts only when it is linked to a patient’s verified ABHA address, giving each patient one digital health identity across hospitals, labs, and pharmacies. The Digital Health Incentive Scheme makes that linking a daily habit for healthcare providers.

Strengthening the Digital Health Ecosystem

Strengthening the Digital Health Ecosystem

Every digital record created under DHIS adds to a stronger, connected national health network. As more facilities complete DHIS online registration, patients get smoother care, insurers get cleaner claims, and policymakers get better health data. The Digital Health Incentive Scheme turns individual participation into collective progress for India’s healthcare system.

Powered by ABDM-Enabled Software

Powered by ABDM-Enabled Software

DHIS is powered by software. Hospital management systems, lab systems, and pharmacy platforms that follow ABDM standards generate the records that earn incentives, and the companies building them are rewarded too. That is why the right ABDM-enabled HIMS makes it easier to claim DHIS incentive consistently, without extra manual work.

Better Care, Faster Claims

Better Care, Faster Claims

Digital health records don’t just earn incentives; they improve care. Doctors see complete patient histories, patients avoid repeat tests, and insurance claims move faster through ABDM-linked channels. The Digital Health Incentive Scheme starts with a financial reward, but the lasting value is a smarter, more connected way of delivering healthcare.

Why NHA Built the DHIS Incentive Program: Faster, Fairer Digital Healthcare for India

Going digital costs money: computers, internet, software, and staff training. The DHIS incentive program reimburses that cost. It rewards facilities that create ABHA-linked records, builds a connected digital health ecosystem, and gives patients access to their records anywhere.

Paper Still Dominated Care
Digital health records were growing fast, but much of India’s healthcare was still delivered on paper. NHA launched the DHIS incentive program to close that gap. By rewarding every eligible digital record, the Digital Health Incentive Scheme gave hospitals, labs, and clinics a clear reason to move away from files.
image
Behaviour Change Needed a Nudge
Switching from paper to digital is a habit change, not just a software install. Doctors, nurses, and front-desk teams must record data differently every day. Digital health incentives act as a steady nudge, rewarding health facilities that stick with digital workflows long enough for the new habit to become routine.
image
Learning From the UPI Playbook
NHA drew on a simple, proven idea: incentives can speed up adoption. Media reports often compare DHIS to the incentives that helped popularise UPI payments. The Digital Health Incentive Scheme applies the same logic to healthcare, rewarding early movers so that digital health records become the everyday norm across India.
image
Affordable ABDM-Ready Software
Good software shouldn’t be a luxury. By rewarding digital solution companies alongside facilities, NHA also wanted hospital and lab systems that are ABDM-ready and affordably priced. Digital health incentives encourage vendors to build, integrate, and upgrade ABDM-enabled software, so even small providers can go digital without heavy upfront software costs
image
Bringing Private and Smaller Providers
Digital health can’t succeed on public hospitals alone. DHIS enrollment is open to public and private facilities, from large hospitals to small clinics, labs, and pharmacies. NHA deliberately designed the DHIS incentive program so smaller providers, who often work with tighter budgets, could join the national digital health ecosystem too.
image
Consent, Quality, and Interoperability
Volume alone isn’t the goal. NHA continues to refine the Digital Health Incentive Scheme by rewarding better records, including KYC-linked ABHA records, consent-based sharing, and standards-compliant software. With integrated patient management, hospitals can maintain accurate patient profiles, organize medical histories, and manage healthcare records efficiently. The aim is to build a trusted national health network where patient data moves securely, with permission, between providers using the same digital standards.

DHIS Enrollment Eligibility: Find Out If Your Facility Qualifies

DHIS enrollment is open to public and private health facilities registered on the Health Facility Registry (HFR) and to Digital Solution Companies (DSCs). Hospitals, clinics, nursing homes, diagnostic labs, and pharmacies all qualify, whatever their bed count.

Hospitals, Clinics and Nursing Homes

Hospitals, clinics, and nursing homes, public or private, large or small, can complete DHIS enrollment. Bed count is never a barrier. What matters is the software: it must be integrated with ABDM up to the M3 milestone, so the facility can both share patient records and request them with consent.

image

Diagnostic Labs and Pharmacies

Diagnostic labs and pharmacies get a lighter route into the Digital Health Incentive Scheme. Their software only needs to reach the M2 milestone, where the facility acts as a health information provider and shares records with consent. Reach M3 later, and the same system can request records from other providers.

Digital Solution Companies

Software vendors can apply too, with just three conditions. Their ABDM-enabled software product must be fully compliant with v3 APIs, they must hold a valid WASA security report, and at least ten facilities using their software must link records in a month. Meet all three to apply for DHIS online.

What Counts as an Eligible DHIS Transaction? Know Before You Claim DHIS Incentive

Not every digital record earns a DHIS incentive amount. Under the Digital Health Incentive Scheme, only these five transaction types count, so know them before you claim the DHIS incentive.

How Your DHIS Incentive Amount is Calculated

The first 100 eligible transactions each month are the baseline. NHA deducts their value, lowest-value records first. You earn on everything above that.

Example: a diagnostic lab

Example: a clinic

Rules That Decide Your DHIS Incentive Amount: Check Before You Apply for DHIS

Meeting the eligibility criteria gets you through DHIS enrollment, but these rules decide how much DHIS incentive you actually receive. Check each one before you submit your DHIS application and claim DHIS incentive.

DHIS Registration Process: How to Apply for DHIS Online in 4 Simple Steps

DHIS apply online is simple. The same DHIS online registration works for facilities and digital solution companies.

Step 1: Register Your Facility or Company for DHIS Enrollment
Health facilities register on the Health Facility Registry (HFR); digital solution companies register on ABDM Sandbox to begin DHIS enrollment.

Step 2: Go Live With ABDM-Enabled Software
Create and link digital health records to ABHA through ABDM-integrated software; these become your eligible transactions for Digital Health Incentives.

Step 3: Complete DHIS Incentive Registration
Log in to your ABDM profile and submit your DHIS application online; claims count from your DHIS online registration month.

Step 4: Claim DHIS Incentive Every Month
Log in monthly, review eligible transactions, and submit your claim for DHIS incentive amount; backdated claims cover only 3 months.

Digital Health Incentive Scheme (DHIS) for Public Health Facilities: Rules for Government Hospitals
Government hospitals, CHCs, and PHCs can earn digital health incentives too, but public funds come with extra conditions. Know these five points before you apply for DHIS.

  1. Open to all registered public facilities: Any public health facility registered on the Health Facility Registry (HFR) can complete DHIS enrollment and claim DHIS incentive, whatever its bed count.
  2. Same incentive amount and rules: Public facilities earn the same DHIS incentive amount per eligible transaction and follow the same baseline, ABHA limits, and ABDM integration requirements as private facilities.
  3. Funds go to the facility committee: The Digital Health Incentives are credited for the facility’s use and are managed through the Rogi Kalyan Samiti (RKS) or an equivalent facility committee.
  4. Spend as per NHA guidelines: Public facilities must use the DHIS incentive amount as per NHA’s expenditure guidelines, with the money going back into digital health and facility improvement.
  5. Utilisation certificate is mandatory: Submit a utilisation certificate for the incentives received. If it is not submitted, further DHIS incentive payments are put on hold.
